JoAnn Cowan
Council Member representing Vernal City. I have been on the Vernal City Public Safety Committee, which oversees the Vernal City Fire Department, for over 25 years. I was involved in building the present Vernal Station and represented the department at the Community Impact Board when they received the major grant for the big ladder truck. Born in Duchesne, moved to Vernal to teach school at Uintah High School. Philosophy: Government Boards need to monitor and manage public money with the same care and concern they would their personal finances. We are guardians to the public investment. Frugal is good.

Darlene Burns
Board Member
A few years ago, Darlene took community service to a new level, ran and was elected as Uintah County’s first female County Commissioner. She is now in her second term. Darlene is one of three (3) Commissioners tasked with responsible oversight of a burgeoning rural community. She is an innovative public official, served as Commission Chair, oversees several local committees, and has many years of experience working with State and Federal partners on public land issues. Uintah County is one of the fastest growing counties in the State of Utah. It believes in being the best and Darlene is a valuable member of the team that makes it that way. Her tenure of being a Commissioner is absolutely and directly the result of associating with the top leaders in business, industry, and government. She works long hours on behalf of the citizens of Uintah County and lives by the philosophy, “it doesn’t matter where you’re coming from, it matters where you’re going to.”
